It will redirect you to the page where you can download the utility as per the Machine you are using.
I am using Mac so i will be selecting as mac and scroll down to get the community Edition download option click on that and it will download a .dmg package in your systems Download section like below
Double click on it you will get a popup as
Drag and drop PyCharm CE icon to the Applications folder.
Once done go to Applications and double click on PyCharm it will open with popup like below
Click on Open
Agree to the Terms and condition of using the Application and you can see the screen like below
